NYT has a good article as to why such big stores like Neiman, Saks, Bloomies, etc are limited customers from purchasing more than three of the same bags within 60 days. The reasons are that since the dollar is weak, things cost cheaper in the US according to people abroad. So people from other countries, especially those in Europe, come over to the US to buy products that seem to be on sale, go back to their country, and resell them for a higher price. In the article, there are some example. "The popular Yves Saint Laurent Downtown bag, which is restricted to three per customer at Saks Fifth Avenue and Bergdorf Goodman, costs $1,495. At Harvey Nichols in London, the same bag is £910 (or about $1,796)."
It's an interesting read.
